COMELEC Introduction

COMELEC (Commission on Elections) is the Philippine government agency responsible for enforcing election laws, conducting elections, and registering voters.

🗓️ Upcoming election cycle (2028 national elections)

  • Continuing voter registration at your Office of the Election Officer — open between national elections, suspended starting 120 days before a regular election (RA 8189 §8).
  • Overseas (OAV) registration for 2028: 01 December 2025 – 30 September 2027 (per DFA and COMELEC notices; set by RA 10590 §11).
  • Reactivation deadline: no later than 120 days before a regular election (RA 8189 §28).
  • Specific election day, COC filing window, and other cycle-specific dates are set by COMELEC resolution — check comelec.gov.ph closer to the cycle.

What is COMELEC?

  • An independent constitutional body (Art. IX-C, 1987 Constitution) that enforces election laws.
  • Registers Filipino voters and conducts national and local elections.
  • The Voter's ID is no longer issued — request a Voter's Certification at your local COMELEC office, or use the PhilSys National ID as your primary government ID.

  • Only one registration: You can only be registered in one precinct at a time
  • Registration period: Registration is not continuous — check COMELEC announcements for the next open window
  • Moved? File a transfer of registration rather than registering again
  • Missed two elections in a row? Your record may be deactivated — file for reactivation

Each city/municipality has its own Office of the Election Officer (OEO) — that is where you actually file registration, transfer, and reactivation.
