The Intellectual Property Office of the Philippines (IPOPHL) is the government agency responsible for the registration and protection of intellectual property rights in the Philippines. IPOPHL administers and implements state policies on intellectual property under Republic Act No. 8293, also known as the Intellectual Property Code of the Philippines. Whether you are an inventor, business owner, artist, or creator, IPOPHL is your go-to agency for protecting your innovations and creative works.

What is IPOPHL?

  • IPOPHL is the lead government agency mandated to administer and implement state policies on intellectual property (IP) in the Philippines, created under RA 8293
  • IPOPHL handles the registration of trademarks, patents, utility models, and industrial designs — these are the four main types of IP registrations managed by the office
  • IPOPHL also handles IP disputes, enforcement, mediation, and arbitration through its Bureau of Legal Affairs (BLA) and the Office of the Director General (ODG)
  • Copyright registration is handled separately by the National Library of the Philippines (NLP), but IPOPHL handles copyright disputes and enforcement
  • IPOPHL operates through several bureaus: Bureau of Trademarks (BOT), Bureau of Patents (BOP), Bureau of Legal Affairs (BLA), Documentation, Information and Technology Transfer Bureau (DITTB), and the IP Academy
  • Filing can be done online through the IPOPHL eServices portal or in person at the IPOPHL office in Taguig City
  • The Philippines is a member of international IP treaties including the Paris Convention, Patent Cooperation Treaty (PCT), Madrid Protocol, and the Hague Agreement
  • IPOPHL provides IP education, training, and assistance to inventors, MSMEs, and creators through the IP Academy and regional IP Hubs

A Simple IPOPHL Services Overview

Example

Trademark: Protect your brand name, logo, or slogan
Patent: Protect your invention or technical solution
Utility Model: Protect a simpler technical invention (petty patent)
Industrial Design: Protect the appearance/design of a product
Copyright: Register creative works (via NLP)

Step 1: Search existing IP records (check for conflicts)
Step 2: Prepare application and required documents
Step 3: File online or at IPOPHL office
Step 4: Pay required fees
Step 5: Undergo examination and publication
Step 6: Receive certificate of registration

Example Explained

Trademark Registration: A trademark is any visible sign — word, name, symbol, logo, color, shape, or combination thereof — that distinguishes your goods or services from others in the market. Registering a trademark with IPOPHL gives you exclusive rights to use the mark nationwide for 10 years (renewable indefinitely).

Patent Application: A patent protects new inventions — products or processes that provide a new technical solution to a problem. Patents are granted for 20 years from the filing date and give you the exclusive right to make, use, sell, or import the patented invention.

Utility Model Registration: A utility model (sometimes called a "petty patent") protects simpler inventions or technical improvements. Utility models have a shorter protection period of 7 years but are easier and faster to obtain than patents.

Industrial Design Registration: An industrial design protects the ornamental or aesthetic aspect of a product — its shape, pattern, color, or combination thereof. Registration provides protection for 5 years, renewable for two more consecutive 5-year periods (up to 15 years total).

Copyright Registration: Copyright protects original literary, artistic, and scientific works. While copyright exists automatically upon creation, registration with the National Library of the Philippines (NLP) provides prima facie evidence of ownership. IPOPHL handles copyright disputes and enforcement.
