Office of Senior Citizens Affairs (OSCA) — Introduction
The Office of Senior Citizens Affairs (OSCA) is a local government unit office mandated under Republic Act No. 9994 (Expanded Senior Citizens Act of 2010) to plan, implement, and monitor programs and services for senior citizens (aged 60 and above) in each city or municipality. OSCA is your primary point of contact for obtaining a Senior Citizen ID, accessing discounts and privileges, and applying for financial assistance programs such as the social pension for indigent seniors.
What is OSCA?
- OSCA was established under RA 7432 (Senior Citizens Act of 1992) and expanded under RA 9994 (Expanded Senior Citizens Act of 2010) to strengthen the protection and benefits for Filipino senior citizens
- Every city and municipality is required to establish an OSCA office, usually located in or near the City/Municipal Hall
- OSCA is headed by a Senior Citizens Affairs Head, who is typically a senior citizen (at least 60 years old) recommended by the Federation of Senior Citizens Associations in the locality
- The Senior Citizen ID is the primary identification card issued by OSCA that entitles holders to discounts, privileges, and government benefits
- Senior citizen discounts include 20% discount and VAT exemption on medicine, food, transportation, medical services, and other essential goods and services
- The Social Pension program provides a monthly stipend of PHP 1,000 to indigent senior citizens aged 60 and above (administered by DSWD but coordinated through OSCA)

This card serves as proof of age and entitles the holder to the 20% discount and VAT exemption mandated by RA 9994 on medicines, food in restaurants, transportation, medical and dental services, and other essential needs. The ID is issued free of charge and is valid as long as the holder is alive and residing in the municipality/city.
Discounts & Privileges: Under RA 9994, senior citizens are entitled to a 20% discount and VAT exemption on the purchase of medicines, professional medical and dental fees, diagnostic and laboratory tests, public transportation, restaurant meals, hotel accommodations, admission to theaters and recreational centers, funeral and burial services, and more. Establishments that refuse to honor these discounts face fines and penalties.
Social Pension: The Social Pension for Indigent Senior Citizens is a government program administered by the Department of Social Welfare and Development (DSWD) in coordination with OSCA. Qualified indigent senior citizens aged 60 and above receive a monthly stipend of PHP 1,000 (PHP 12,000 per year).
