Updated: May 2026Na-update: Mayo 20267 min read7 minutong basahin

The Overseas Workers Welfare Administration (OWWA) is the government agency attached to the Department of Migrant Workers (DMW) responsible for the welfare and well-being of Overseas Filipino Workers (OFWs) and their dependents. OWWA provides a wide range of programs and services including membership benefits, scholarship grants for OFW dependents, repatriation assistance, reintegration programs, and various social services. All OFWs with valid employment contracts are required to become OWWA members, and membership entitles them and their families to a comprehensive package of welfare benefits.

What is OWWA?

  • OWWA was established under Executive Order No. 126 (1987) and is now attached to the Department of Migrant Workers (DMW) under RA 11641 (Department of Migrant Workers Act)
  • OWWA membership is mandatory for all OFWs with valid employment contracts — the membership fee is USD 25 per contract period (typically 2 years)
  • The OWWA membership fund is generated from the mandatory USD 25 contribution and is used to finance welfare programs for OFWs and their families
  • OWWA Registration is the process of enrolling as a new OWWA member, typically done during the OFW's pre-deployment process at the DMW
  • OWWA Renewal is required every time an OFW signs a new employment contract or when the 2-year membership validity expires
  • The OWWA Scholarship Program (Education for Development Scholarship Program or EDSP) provides educational assistance to qualified dependents of active OWWA members
  • Repatriation assistance helps OFWs return to the Philippines in cases of emergency, war, natural disaster, or contract violations
  • The Reintegration Program helps returning OFWs transition back to the Philippines through livelihood assistance, skills training, and enterprise development

Example Explained

OWWA Registration: All Overseas Filipino Workers (OFWs) with valid employment contracts processed through the Department of Migrant Workers (DMW) are required to register as OWWA members. The membership fee of USD 25 (or its peso equivalent) covers a 2-year membership period or the duration of the employment contract, whichever comes first. Registration can be done at DMW processing centers, OWWA regional offices, or Philippine Overseas Labor Offices (POLOs) abroad.

OWWA Renewal: Membership must be renewed every time an OFW signs a new employment contract or when the current membership expires (every 2 years). Renewal ensures continued access to all OWWA benefits and services. It can be done online through the OWWA website, at OWWA regional offices, or at POLOs abroad.

OWWA Scholarship (EDSP): The Education for Development Scholarship Program provides educational assistance to qualified dependents (children or siblings) of active OWWA members. The scholarship covers tuition and other school fees, book allowance, and monthly stipend. Applicants must meet academic requirements and the OFW parent/guardian must have an active OWWA membership.

Repatriation Assistance: OWWA provides emergency repatriation services for OFWs who need to return to the Philippines due to war, armed conflict, natural disasters, epidemics, or labor disputes. This includes airfare, airport assistance, temporary shelter, transport from the airport to the OFW's province, and psychosocial counseling.

Reintegration Program: For returning OFWs, OWWA offers the Balik Pinas! Balik Hanapbuhay! Program, which provides livelihood assistance packages, skills training, and enterprise development support to help OFWs transition back to productive life in the Philippines. The program includes financial grants of up to PHP 20,000 for livelihood starter kits and PHP 1 million for OFW cooperative enterprises.

  • The membership fee is only USD 25 per contract (approximately PHP 1,400) and covers a 2-year membership period
  • Keep your OWWA membership active by renewing on time — expired membership means you cannot access OWWA benefits

  • For emergency assistance abroad, contact the nearest Philippine Embassy or Consulate, which has a POLO that coordinates with OWWA
  • The OWWA scholarship (EDSP) has an annual application window — check the OWWA website for deadlines
  • Beware of fixers or individuals claiming to be OWWA agents — all OWWA services are available directly at OWWA offices
  • OWWA hotline: (02) 8551-6641 or 1348 (DMW Hotline)
