PSA (Philippine Statistics Authority) is the government agency responsible for issuing authenticated civil registry documents and for implementing the Philippine Identification System (PhilSys / National ID).

What is PSA?

  • Issues certified true copies of civil registry documents (Birth, Marriage, Death, CENOMAR) on security paper (SECPA).
  • Implementing agency for the Philippine Identification System (PhilSys) — the national ID program under RA 11055.
  • For use abroad, foreign embassies typically require a DFA Apostille (or the older "Red Ribbon" authentication for non-Apostille countries) on top of the PSA copy.

Important Reminders

  • PSA documents are printed on security paper (SECPA) with watermarks
  • Fees differ by channel: walk-in at PSA outlets is the cheapest; online delivery (PSAHelpline / PSASerbilis) costs more and includes courier
  • Records are only available once registered with the local civil registry
  • Allow 1–3 months for newly registered births / marriages to appear in the PSA database (longer for late registrations)
  • Bring a valid ID when claiming documents
  • For corrections, file with your Local Civil Registry Office (LCRO) first — PSA only mirrors the LCRO record
  • Using the document abroad? You will likely need a DFA Apostille on top of the PSA copy
