SSS Introduction
The Social Security System (SSS) is a social insurance program in the Philippines, governed by RA 11199 (Social Security Act of 2018), that provides benefits to employees, self-employed individuals, and voluntary members. SSS protects members and their families against income loss due to disability, sickness, maternity, old age, death, and other contingencies.
📌 What's new for 2026
- Three-year Pension Reform Program. Pension hike of +10% per year for retirement and disability pensioners in September 2025, 2026, and 2027 (~33% cumulative by 2027); +5%/year for survivor pensioners.
- Final 15% contribution rate sustained for 2026 (SSS Circular 2024-006). MSC ceiling raised from ₱30,000 to ₱35,000 and floor raised from ₱4,000 to ₱5,000 effective January 2025.
- Salary Loan interest cut to 8% p.a. (from 10%) — SSS Circular 2025-004, effective July 2025.
- Calamity Loan interest cut to 7% p.a. (from 10%) — SSS Circular 2025-011, effective December 2025.
- MySSS Card launched Oct 1, 2025 — EMV-chip card with both ID and ATM/debit functions, replacing new UMID issuance. First issuer: RCBC DiskarTech; rolling out via AUB, China Bank, and UnionBank. Existing UMID cards remain valid.
- MySSS Pension Booster — the rebrand of WISP Plus (June 2024). Voluntary provident savings, ₱500 minimum, tax-free returns.

What is SSS?
- Social Security System — the government social-insurance program under RA 11199 (Social Security Act of 2018). Covers sickness, maternity, disability, retirement, death & funeral, and unemployment benefits.
- Funded by monthly contributions at the final 15% of Monthly Salary Credit (MSC) rate (RA 11199, fully phased in 2025).
- Qualifying thresholds matter: 120 monthly contributions to qualify for a monthly retirement pension at age 60+ (fewer = lump sum instead). Sickness and maternity require at least 3 contributions within the 12 months before the semester of contingency.
Member categories at a glance
- Employees (private sector) — mandatory. Contribution is 15% of MSC split 5% employee + 10% employer. Coverage starts at hire and continues past 60 if you keep working.
- Self-employed, OFWs, and voluntary members (freelancers, business owners, professionals, housewives, non-working spouses) — voluntary but highly recommended. Pays the full 15% of declared MSC.
- WISP — for members with an MSC above ₱20,000, the contribution share covering the MSC above ₱20,000 is routed to the Workers' Investment and Savings Program, a mandatory provident fund that earns investment returns separately from the regular benefits pool.
